The Department of Environmental Protection hereby provides Notice that it has prepared the Draft Permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Florida Power & Light Company (FPL), Mr. Matthew J. Raffenberg, Environmental Services Director, 700 Universe Boulevard, Juno Beach, Florida 33408 applied on June 1, 2017 for a permit to operate a Class I injection well. The project is located at the FPL Turkey Point Power Plant, 9760 S.W. 344 Street, Florida City, Florida 33035, in the county of Miami-Dade. (File No. 0293962-004- UO/1I, WACS ID No. 101172)

The facility will operate one non-hazardous Class I injection well DIW-1 (originally drilled as exploratory well EW-1) for the disposal of hypersaline groundwater from extraction wells completed in the Biscayne Aquifer at the FPL Turkey Point Power Plant. The maximum permitted flow for the injection well is 15.59 million gallons per day. DIW-1 is completed with 24-inch diameter steel casing to 2985 feet below land surface (bls), 18-inch diameter FRP tubing to 2975 feet bls, and a total depth of 3230 feet bls. Dual-zone monitor well DZMW-1 is completed in the Floridan aquifer from 1,450 to 1,490 feet bls and 1,860 to 1,905 feet bls.

The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an operation permit is required for the proposed work.

Any interested person may submit written comments on the draft permit for a minimum of 30 days after publication of this public notice. A public meeting will be held on May 3, 2018, at 9:00 a.m. at the Courtyard by Marriott Miami Homestead: 2905 N E 9th St, Homestead, FL 33033 for the purpose of receiving oral and written comments concerning this project. Written comments shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30- day period and through the public meeting date will be considered in formulation of the Department’s final decision regarding permit issuance.
